The Advanced Controls Test Bed (ACTB) is a virtual buildings test bed that interfaces external controllers to high-fidelity Spawn of EnergyPlus models.
Migrate the ACTB testing/makefile to use as much from boptest-service/boptest as possible. Minimize the duplication that exists in ACTB and the BOPTEST copy for compilation.
boptest-service Changes
Switch to 0.2.0-d7f1e095f3 Spawn version since that's what's used in the compilation in the chose modelica-buildings commit for SpawnRefSmallOffice.
Add libtinfo5 to boptest-service/worker/Dockerfile since the Spawn binary complains about not being able to find it at runtime in the worker image.
Add generation of the Spawn data during compilation in boptest-service/boptest/testing/makefile. This could be split into a separate command or similar in the future, if desired.
