Default shortcuts for debugger #10

Curently, there are no default shortcuts for base debugging commands, like step 
into, etc.

It is a bad practice, cause in debugging almost always the best way yo use 
stepping - hotkeys. So, if user wants to use it he always will need to go 
options and configure. And it enough painful now, cause of shortcut 
configurator and unobviousness conflicts.

So, may need to move some of the existent hotkeys, depending on accepted set.

No one of adult IDEs has a such "feature".

Shortcuts have been added in latest FD4 revisions
