CS may not correctly account for multicore resources when determining a split share #381

Seems to be an issue with multicore jobs mixed with single core. CS is naively counting VMs still instead of accounting for the multiple slots leading to poor VM management.

Sounds important. This would probably contribute to large fluctuations in VMs when booting and shutting down.
