Migrate to using boto3 for ec2 connections #452

Still using the old boto2 api, should update and migrate to boto3. Which will make it easier to support OpenNebula and stay compatible with other clouds using that api.

[x] Create replacement class and start with opennebula support
[ ] migrate amazon support
[ ] migrate openstack ec2 support
[ ] migrate eucalyptus support
