For this to work, "output" needs to be a string. However, in the current version of cvms_talk it is byte-string in python3.6 and later. This results in crash for syslog.syslog at https://github.com/hep-gc/shoal/blob/274c22efd92dba3791130e533986165c1399fd2f/shoal-client/shoal-client#L435
