Currently, broadcast is not used when the frontier option is used. It would be better to also listen for a local broadcast of a shoal-agent for the frontier option.
It may also be better (at least faster) to not contact the shoal server at all once a broadcast is received, giving out the broadcast server and the ones from the local config file only; not only for frontier but for all modes of the shoal-client.
