Add IV Ramp 4-Wire with Bias measurement

Add a IV Ramp 4-Wire with Bias measurement to apply a bias voltage using the HV source.

Also required is a customizable waiting time after reaching the bias voltage and before starting the current ramp.

• initialize:
  • setup HV source
  • setup V source
• measure:
  • ramp HV source to bias voltage
  • apply waiting time
  • ramp V source and measure each step
• finalize:
  • ramp down V source to zero
  • ramp down HV source to zero
