4.0 Hyperion Release Notes #15

We need to better document 4.0 Hyperion's behavioral changes requiring changes on the part of the user, such as the importance and effect of LPARNUM, ARCHLVL ENABLE BIT44, etc. Basically anything users need to be made aware of in order to successfully run Hercules 4.0 Hyperion with a minimum "surprise" factor.

I.e. we basically need to update our RELEASE NOTES document.
