Missing OAT file defsym (symbol resolution) support #75

Reported by a user in the [H390-MVS] forum:

Just installed Hercules version 4.00.0.8243 and receive error HHC00957E indicating that I have an invalid IP address in the oat file. I use DEFSYM to define a symbol with the IP address but it seems it's no longer allowing this. It works fine with version 3.11.

Some unrelated issues have come up that need my attention and I'm tired. This will have to wait until tomorrow (or the next day or the day after, etc; it's an easy fix so once I start on it, it should only take me a very short while to finish it).
