What happened?

The textarea element currently allows users to resize it by dragging its edges or corners. This can lead to inconsistent UI layout and poor user experience. To ensure a consistent appearance, the text area should have a fixed size and should not be resizable.

Steps to see the issue:

1. Go to the Upload Notes or Request Notes
2. Attempt to resize the description's text area by dragging its corners or edges.
