Follow up with partners on input lists

At the moment there are a few possible partners using GDPRo; Their problem is not having the lists of public agencies properly served in opendata, so they have to rely on crawling/scraping/transforming other sources.

For each effort that require some code, we should create a notebook or an observable page, to make it repeatable and to document our procedure.

This page would help us remind the necessary step, and them to keep a documentation on the methodology used to prepare and tag the list.

Various organizations are expressing their interest in contributing, and sadly they might have different standards and expectation on how we should communicate with them.

Despite the presence of an Italian and an English channel, we didn't yet publicly communicate those, and partners relationship should be tracked by the core team.

This issue, more than a software is an organizational step to properly define a process where existing and new partners can interact with the project GDPRo
