Switch to the GA GitHub Actions ARM runners #204

Since they've now come out of beta.

The new images now contain the usual tools, so we don't need the additional install step.

I've used medium (which maps to 8 vCPU instead of ubuntu-latest's 4 vCPU) rather than small to help offset the end to end job time lost by the custom runners taking longer to boot.
