Use the shared release automation for Ruby buildpacks #154

This sets up the release automation scripts from languages-github-actions for the Ruby buildpack.

Also in this PR:

adds the target Docker repository to buildpacks/ruby/buildpack.toml to align with the metadata used by other Heroku buildpacks
moves the CHANGELOG.md to buildpacks/ruby because the automation expects a changelog to be present in each individual buildpack folder
