Support upstream sms-number changes. #167

This PR supports changes introduced in heroku/api#4722.

sms-number API variant has gone away, with it's functionality moved into mainstream v3.
sms-number endpoints have moved from /account/sms-number to /users/~/sms-number.

The upstream PR is merged and deployed, so I think this is good to go anytime. Though there isn't any huge rush -- API will support the /account/... prefix until dashboard and identity are both off of it.
