@Buchepalli1 Sorry for the delayed response, but are you running any antivirus software? We recently ran into a problem with users running BitDefender antivirus software who saw an issue much like this. I am working on resolving things with BitDefender, but if you would like help setting up exclusion rules while I wait for this to be resolved you can following the directions here https://github.com/heroku/heroku/issues/1920#issuecomment-205925853
