Add dockerized unit tests #29

Description

This pull request does a few things:

adds unit tests for lib/build.sh and lib/detect.sh
add shellcheck to shpec dir
adds fixtures for the unit tests (example package.json files for different configurations)
adds npm mocks for the scripts to run against
