Add a /status uri for pulse liveness monitoring #21

In order to be able to determine in an automated fashion whether pulse is alive or not there should be a /status endpoint. This should check receiver and merger health.

Once we have pulse measuring itself, we could add stats for the drop rate from the queues in the mergers and receivers.
