Heroku Postgres Larger Plans than -9 #240

Tell us about what you're trying to solve. What challenges are you facing?

Heroku released L/XL plans earlier this year to fill the gap for disk size needs. However, we understand that more compute is necessary for high-traffic applications, which requires an instance larger than -9 plans (e.g. private-9). Some use cases might call for such plans during planned high-traffic events, like Black Friday sales or Open-Enrollment Period for the insurance industry, or be used year-round for demanding applications.

Heroku should consider adding larger than -9 plan, especially focused on compute, memory, PIOPS, and other server configurations that would meet extremely high demand. Consider -10 plans that exceed -9's specs.
