Heroku Postgres Essential

Tell us about what you're trying to solve. What challenges are you facing?

Heroku Postgres Essential plans have been great to get started on Heroku projects. Mini and Basic plans could use improvements.

Improvements focus points:

Remove row count limit
Add pgvector support (for parity with non-Essential DBs)
Add pg:upgrade support for better major upgrade experience
Use more performant hardware (latest Amazon Aurora CPUs)
Offer larger storage option
Offer higher connection limit option

Shipped the newest Essential tier databases with mentioned improvements, including Essential-2 offering with 32GB storage and 40 connection limit. We removed row count, added pgvector support, added pg:upgrade support, and now on Amazon Aurora infrastructure for high query performance.
