my take
As others have noted, my typical process is to start with a hobby app to build and test. When I go forward, the payments for the commercial application are not insignificant but I believe worth it. This is something I have done multiple times including with clients for whom I built and deployed their app. My next thing will be ready soon and I will need a place to deploy it while I figure things out. Given your decision, it seems more likely that I will spin it up elsewhere and when the time comes to commercialize, I will likely stay with them.

You told us what you are taking away but you provide no way to know what the changes will cost for any given project.
quick and dirty:
give me a clear and decisive pricing page for AFTER the changes take place. This will allow me to cobble together a guess as to how much my applications will cost to run on Heroku as a comparison to elsewhere
quality solution:
in the payment section for my app, tell me, based on the new payment plan, given my uses for the last few months, what will this application cost to run without modification? what can I modify to reduce costs?
