[Functions] Configurable timeouts #96

This is the ability for a customer to provide a timeout value for a customer upto 30 minutes.

This would be fantastic, even if 30 minutes wasn't the max value. Even a max value of 60 seconds, or perhaps 120 seconds, would greatly reduce the need for us to retool many of our systems to support certain outlier cases where the query might take just a little more than 30 seconds to return.
