Updates for V3 #2

@wadewegner -- thanks for the recent improvements. I've been using this buildpack in Heroku CI to manage scratch orgs, and it's been really useful. For jq, I'm not seeing it in my path. Does it need to be included around https://github.com/wadewegner/salesforce-cli-buildpack/blob/master/bin/compile#L72-L76?
