Refer to heroku-help #29

Normally our Help Team is who fills out this form. We should direct hiring managers and other people to our google doc with instructions instead, so they can email the Help Team the right details.

Let's include something like this at the top of the page:

Normally the Help Team creates Starboard boards for new hires. Follow the instructions in [this onboarding doc](LINKURL).

Hey Casey, thanks a lot for this suggestion. This repository is public.

If we want this, we need to find a way to do it for everyone.

The simplest idea I have is: we might be able to do this in a config var?

@caseywatts Is this an issue that comes up often?

@stellacotton good question! This has happened to 4/6 of recent hires that I've heard of. In these cases, the hiring manager used starboard to make the board, and missed emailing Help until later.
