2.2 not working on APM #106

Your gonna love this one... under 2.2 on the APM, the flight horizon functions, 
but it's really slow to return to zero/zero and you can get the attitude way 
out of sync...Kinda a major issue that got caught between 2.1 and 2.2.  Honk 
and I have verified that 2.1 built and functioned correctly, but 2.2 is broken 
big time on the APM

Thanks, I'll ask for help on the forums for this one.  I think we need to 
update the DCM Kp and Ki.

Further this isn't working on *any* platform correctly, it's just better on the 
1.8/2.0, but still slow to get to zero,zero
