Add description to BoundedFunctionalParameter #14

Parent class FunctionalParameter returned null for description. BoundedFunctionalParameter is visible so can have a description.

Yep good call. I might even move this up to the parent FunctionalParameter class - even tho it won't do anything now, no reason not to be able to specify a useful description on one of those. Thanks!
