Add typing rules for all modules used (except those used in graph directory)
Add travis.yml file that installs all the requirements (except those for graph directory) and performs typing checks using the typeshed defined modules and the modules defined by us in the .stub directory
**N.B. Some type definition in the stub files and in our python scripts can be further improved to be more precise. For now they are only sound ^^
