[Android] When --depth is used, makefile regen rule produces slightly different makefiles #281

When --depth is used, the makefile regen rule produces slightly different 
makefiles, even if the gyp files themselves have not changed.

This seems to be due to the fact the regen rule doesn't use --depth correctly.

Makefile regeneration is currently not used by Chromium on Android, so this is 
low priority.

As per comments on issue 282, I'm just going to get rid of the makefile 
regeneration support.
