Installation problem - items is not available on your carrier

What steps will reproduce the problem?
1. Go to 
https://market.android.com/details?id=com.google.android.apps.chrometophone&feat
ure=search_result
2. Press INSTALL

What is the expected output? What do you see instead?
The application should install.
Instead "The items is not available on your carrier" message appears.

Android Version FRG83G
Nexus One Phone

I'm using 3G network.

Can you open "Gmail" application ? Do you see new messages without hitting 
'refresh' ?
I use th Gmail application and it works fine.

Can you open "Talk" application ? Do you see incoming chats ?
I don't use the Talk application

Please provide any additional information below.
I use a Google Apps account - I think this is the problem. Previous I used a 
google account and it worked.
