unicode page title not displayed on the phone

Please answer the questions about build version and network, will save
developers a lot of time !

What steps will reproduce the problem?
1.visit a website with unicode page title
2.send to phone
3.get phone notification in ascii 2-char unicode visible as two garbage chars), 
link ok

What is the expected output? What do you see instead?
unicode output in phone notification

What version of the android, in Settings -> About phone -> Build number (
ex. FRFxx ) ? If less than FRF50 - see the FAQ.
