Correct disclaimer #184

Use the same disclaimer for all data: https://raw.githubusercontent.com/hesa/foss-licenses/main/var/disclaimer.md

Use test disclaimer for tests: This is TEST data. DO NOT USE

Add tests to make sure that correct disclaimer is applied.
