Should flag critical issues (no uplink, hangs) and display prominently on status page #14

When aprsc has a serious problem, it should make the status page reflect that in a very visible way, such as changing the tone of the background to slightly red, and displaying a descriptive error message at the top of the page.

Some situations that should be flagged:

Uplinks configured but none of them reachable
Hangs caused by resource starvation causing packet loss
OOM

Work on this started tonight, added memory structure for storing alarms. Also set alarms for missing uplink and dropped packets.

Implemented in version 1.7.0. More alarms to be added over time.
