I want the goods in the galaxy will not be transported out of the galaxy. And the other way round is ok. How can I make the settings?

Plan that seems to work is separate ILS for different purposes and set maximum transport distance individually. And set TLConsiderOppositeRange to true (However, TLConsiderOppositeRange affects the entire game)
