relocate package #2

@zietzm and I have been discussing our renaming dilemma. We want to rename the python package from hetmech because that is not very descriptive. We want a name that captures that the package is for matrix hetnets. Hence we were planning to rename to hetmat. However, this is already a submodule name of the repo and we also use hetmat as a variable to refer to a HetMat object.

Therefore, I'm thinking pyhetmat or hetmatpy. @zietzm and @dongbohu, any preferences?

I think I'll go with hetmatpy, which would work well if someone creates a hetmatr. Also note numpy.
