Add Travis compilation and PyPI upload #17

Currently the PyPI url is for the test version (https://test.pypi.org/), so this should be changed before merging.

Key to only deploy on tagged commits turned out to be

if: tag IS present

Last two builds failed because

"Travis CI makes encrypted variables and data available only to pull requests coming from the same repository." (source)
