Add client command cvaradd #25

To use it you must build client, which depends on cin. So we need to pull that in also.

cvaradd lets you do things like bind x "cvaradd s_volume 0.05"

I'm not against renaming it, I just used the name from qlive

Won't work on cvars that are explicitly set to 0. Not sure what behavior we want then so I left it. Also. since this is a client change we might want to ignore it here and push to qfusion.

Yeah, should be in client, not here.
