can't support chinese character

What steps will reproduce the problem?
1. open any chinese file, it can't be readable

What is the expected output? What do you see instead?
can support chinese character

What's the difference between msys project?
If it can't be used for Chinese project, why should it be here and be 
named as msys-cn?
