Update Hex.Repo to use hex_core to fetch data #993

This PR depends on a new version of hex_core that includes https://github.com/hexpm/hex_core/pull/140.

Also, hex_core's latest version introduced some breaking changes and I wasn't sure how you all prefer to handle them.
