It would be nice to have working node in sense that it can mine blocks gossip with other nodes etc. it would be especially useful for integration of block indexer. This i start of the work

So this PR introduces following changes:

Block interval and difficulty adjustment intervals are now tweakable in UtxoPOWCongig type class (defaults are 1min & 1day)
When we don't check work difficulty adjustment just wait necesary amount of time. That's useful when one wants to spin up several nodes without running CPU fans at full throttle
