Refactor lang expr module, remove Build module #238

Refactoring of hschain-utxo-lang package.

Splits bloated Lang.Expr module to three modules: Expr, Module, UserTypes
Removes some dead code for Desugar modules
Removes Lang.Build module in favor of QuoasiQuoter approach
