This would mirror retail character boost behavior, taking the items from your character's equipped items (paper doll and equipped bags) and inventory items and mailing them to the player. Some details like currencies (specifically gold), hearthstones, and possibly others will probably need investigation to find retail behavior.

This appears to be the content of the letter, possibly used for every letter sent containing pre-boost items.
