Description

Moving the policies into the public domain instead of behind the login screen

The new policies route is https://www.bayview.dev/policies/(terms|privacy|data|cookies|data/request)

Motivation and Context

Proper Oauth2 protocol requires policies to be public; ours were blocked behind a login screen which is counter intuitive for people singing up for the website who want to view the policies prior to providing information.
