chore: :wrench: update PR template and actions

Description

• chore: :wrench: remove copyright check action this is no longer needed since I'm using template files
• chore: :wrench: mention using the close keyword in PR template
• chore: :wrench: format the release drafter to always put emoji first and include subject

This might require a follow up PR due to regex issues... But can't be sure until the changes happen to release drafter.

Motivation and Context

I wanted to add some more info into the PR template and needed to remove an action that isn't necessary.

Testing it on merge :P
