Hitting enter with focus on the last blip in the thread should create a "continuation" and not an inline reply #172

What steps will reproduce the problem?
1. Open WIAB and hit "New Wave"
2. Create a few replies (not inline) in the wave
3. Click on the last reply in the thread so that it has focus
4. Hit Enter and notice that an inline reply is created instead of a 
"continuation" (a regular reply)

What is the expected output? What do you see instead?
- Hitting enter on the last blip in a thread should create a continuation and 
not an inline reply
