We have users that have decided instead of using the RSS Feed and the email 
notification to constantly scan the webserver looking for completed scenes.  
Need a way to rate limit or block them.

Admin instituted rate limiting for all requests, with specific filters in place 
for targeted groups.  Problem.  Solved.
