Offer SI on TOA and L1T #104

We need to offer Spectral Indice products on TOA and L1T's in addition to the 
SR.

This is just a matter of adding the option to the webpage and modifying CDR_ECV 
to call SI accordingly.

All ordered products that will have SI generated against them will be 
homogeneous... that is, if a user orders SI for TOA + SR, all the SI must be 
the same (cannot order MSAVI for TOA only and EVI for SR only)... (jenkerson

this will be deferred to a later sprint as the binary compatible espa code is 
not capable of accepting an option for toa si.
