Precache 6S runs #108

Need to build a way to save off 6S coefficients into the database and reuse 
them if they are applicable or invalidate them if they have been superseded.  
Need to also track the cache hit rate.

This has been invalidated.  As of 2/28/2014, there were 332251 scenes in our 
production database.  Running select count(name) -  (select distinct 
count(name) from ordering_scene) Cache_Hits from ordering_scene yielded a value 
of 0 (Zero).  This is not worth the time and effort.
