Build RSS based scene download client #111

Users really need to use the RSS feed to find scenes to download but they never 
will if they have to write the code.  Build them a simple download client that 
works off the RSS feed.

This is built and checked into the codebase under tools/download_client.  Needs 
to be documented and published.
