Upgrade Django #128

Current Django version is 1.3, which no longer receives any security or bug fix 
updates.

Upgrade to the current 1.6 branch, in anticipation of going to 1.7 when 
available.  1.7 has sqlmigrate built in which will greatly ease keeping track 
of database changes from version to version.
