Allow LPCS orders to be submitted via the bulk ordering application #136

Need to allow users to submit orders for LPCS (MODIS + Landsat) statistics and 
plots via the Bulk Ordering Application.  A later follow on will allow getting 
these orders into the system via the LTA webservices from the LPCS Explorer.

LPCS orders will only be available via EE.
