L7 Band 8 processing fails during warping to the geographic projection #188

During the recent change to not reproject the L7 Band 8 (pan) data, we didn't 
handle fixing the pixel_size parameter to use decimal degrees instead of meters.

Modified the code to detect if the geographic projection was chosen and change 
the pixel size value accordingly.

Also did some minor associated cleanup related to defining pixel sizes in 
decimal degrees.
